PREPARATION OF E-COMMERCE ROADMAP IN KABUPATEN BANDUNG

The growth of e-commerce in Indonesia has been very fast since 2010 until now. British research institute, Merchant Machine, released a list of the ten countries with the fastest growing e-commerce in the world. In 2018, Indonesia was one of the countries with the fastest e-commerce growth of 78%. In order to optimize the utilization of electronic-based economic potential, the government feels the need to encourage the acceleration and development of an electronic-based national trading system (e-commerce), startup businesses, business development, and logistics acceleration by establishing a Roadmap for the Electronic-Based National Trading System (Road Map). In accordance with the Road Map of the National Electronic-Based Trading System (E-Commerce Road Map) that has been established, namely Presidential Regulation no. 74 of 2017, there are several aspects that must be considered in the development of e-commerce, namely funding, taxation, consumer protection, education and human resources, communication infrastructure, logistics, and cyber security. This research method is using descriptive qualitative 122 and quantitative methods. The results showed that, the low funding for UMKM so that many UMKM could not develop. Then the low number of UMKN who register taxes and business permits. There are still many UMKM who have not sold online because knowledge and the existence of the internet are not in Bandung Regency. Therefore, the government needs to encourage UMKM and facilitate them to take advantage of electronic-based commerce. The Bandung Regency Government has set an e-commerce roadmap that will be carried out from 2021 to 2024 to assist UMKM so that the realization of welfare for UMKM in Bandung Regency.
