Abstract

In order to create a dynamic, agile, and professional bureaucracy in an effort to increase the effectiveness and efficiency of government performance to the public, the Central Government has proposed, eliminating structural positions in echelon III and IV government. The Bandung Regency Government, long before the discourse existed, had taken a study of the procurement of functional positions. The study of the Procurement of Planner Functional Positions and Researcher Functional Positions was carried out through a workload analysis approach. The methodology of workload analysis for planners and researchers is that there are different ways of calculation. Planners use the approach to calculating credit numbers for the Functional Planner Position, while for the Fundamental Position, researchers use the work volume approach and the research capacity as a functional approach. Based on the results of the analysis to complete 6 (six programs) consisting of 57 activities at Bappelitbang Bandung Regency, the overall workload for development planning in Bandung Regency is 364,667 hours per year with a workload of 40.03 which requires a planner of 54 people. Primary Researcher is 10 people, Young Researcher 9 people, Intermediate Researcher 9 people and Principal Researcher 8 people.
